Victor Thomas “Bill” Jenkins was born in Farmville and raised in Rice, Virginia. 

He earned his Associates Degree from Southside Virginia Community College, and ran “Jenkins Blue and Gray,” named after the Farmville Guard Unit, for over 50 years.

He resides in Rice with his wife, Wanda; they have one son, General D. Jenkins.

Supervisor Jenkins likes to say he “never met a stranger.”
