Mission
The mission of the Prince Edward County Children's Services Act is to maintain a continually improving collaborative system of services and funding that is child-centered, family-focused and community-based when addressing the strengths and needs of troubled and at-risk youth and their families.
Goals
- To run a fiscally responsible program;
- To run a child and family-centered program;
- To run a community-based program;
- To decrease expenditures per child while improving outcomes;
- To develop natural community resources to support children and families in developing and maintaining healthy lifestyles;
- To increase self-sufficiency, independence and health of children and families;
- To decrease dependencies of children and families on government and paid services;
- And to increase the involvement of charitable and religious organizations in the welfare of the community's children and families.
Children's Services Act (CSA) Purpose
The primary purpose of the Children's Services Act (CSA) is to provide funding for child-centered, family-focused and community-based services designed to meet the needs of the following targeted populations:
- Children placed for the purpose of special education in an approved private school education program through an Individual Education Plan (IEP).
- Children for whom foster care services are being provided to children committed to local social services agencies by the court, entrusted by social services by their parent or guardian, or placed through parental agreements for the purpose of placement in suitable family homes, child-caring institutions, residential facilities, or independent living arrangements.
- “Children in need of services” as defined in COV §16.1-228.
Community Policy Management Team (CPMT)
The purpose of the Community Policy Management Team is to create, maintain, and manage a collaborative system of services and funding that is youth centered, family-focused, and community-based when addressing the strengths and needs of troubled and at risk-youth and their families.
The Community and Policy Management Team generally meets on the 3rd Thursday of each month. For specific meeting dates and times, please click this link.

Referral Process:
Anyone wishing to make a referral to the Prince Edward County Family Assessment and Planning Team (FAPT) should complete the below listed forms and mail/fax forms to the CSA Coordinator’s attention at Prince Edward County Administration, PO Box 382, Farmville, VA 23901; fax number is (434)392-6683. Due to the sensitive nature of the documents, we cannot accept emailed referral packets.
Complete the below listed forms to the best of your ability (all forms must be completed and sent). You will be contacted regarding the information you provide and when the FAPT team will meet to discuss your case.
Consent to Exchange Information
Parents may be required to provide a copy of their child’s IEP depending on the services being requested.
